The White House administration, following the Chinese authorities, stated that it needs a public assessment of potential liability measures for artificial intelligence (AI) systems because of its impact on national security and education. Analysts note that the concern about AI arose against the background of the general hype around the ChatGPT artificial intelligence program, which is able to quickly find and write answers to a wide range of queries. It has become the fastest growing consumer app with over 100 million monthly active users. The National Telecommunications and Information Administration of the United States (an agency of the Department of Commerce that advises the White House on telecommunications and information policy) also wants to contribute to the establishment of an AI accountability mechanism. The agency wants to develop a number of measures to ensure that AI is legal, effective, ethical, safe and trustworthy. In addition, the Technical ethics group and the Center for Artificial Intelligence and Digital Policy of the United States appealed to the US Federal Trade Commission with a request to prohibit OpenAI from releasing new GPT-4 commercial chatbots, as «it is biased, deceptive and poses a risk to privacy and public safety.» According to US President Joe Biden, technology companies have an obligation to make sure that their products are safe before making them available for general use.
