Yesterday, the pound came under heavy U.S. pressure and gave up much of its gains. Today the pair has already slid to about 1.3288, and sterling has little to defend its positions. The main blow came from the Conference Board consumer-confidence index for October, which jumped to 91.7 versus an 80.5 forecast. This survey asks U.S. households how they view the labor market and the economy; the index rose mainly on stronger assessments of the current situation—people are noticeably more optimistic now. That matters because household spending is the main engine of U.S. growth, and a confident consumer gives the Federal Reserve fewer reasons to rethink its interest-rate path. New-home sales also beat expectations, which was a welcome surprise for a sector hit by expensive mortgages.

For the dollar, the picture was almost ideal, and the pound had no comparable arguments. The UK's CBI retail-sales balance came in better than expected at -10 versus -55 a month earlier, but it is still negative. The market ignored the BRC retail-price index at 2.1% because a Bank of England rate hike on November 5 is already priced in.

Today, the key event for the pound is domestic: the annual budget and the Treasury's Autumn Statement. Chancellor John Healey will present the package, and the main question is how much fiscal headroom the government has left before breaking its own rules. In spring, that buffer was estimated at £23.6 billion, but that calculation predated the Iran conflict; since then, expensive energy, inflation, and higher borrowing costs have substantially eroded it. The Institute for Fiscal Studies estimates the remaining buffer may be around £11 billion, while many expect Healey to keep at least £15 billion in reserve. Achieving that would likely require modest tax measures of roughly £5 billion.

Views diverge. Deutsche Bank and UBS think the buffer is closer to £10 billion. At the same time, Pantheon Macroeconomics warns that delaying tough decisions on defense and spending could undermine confidence in the plan and push UK yields higher again. Morgan Stanley argues the buffer's exact size matters less, and the market will judge the plan's overall credibility.

If the budget passes smoothly, sterling will have a strong case for further appreciation. If the market sees unclear numbers or doubts the plan's credibility, the reaction could be sharp in either direction.

Momentum

For the pound, the price is now at 1.3292, just seven pips below the upper breakout level at 1.3299. A break and hold above that level could push the pair to 1.3330 and then 1.3361. That scenario is possible if the budget calms the bond market, but a strong dollar works against it, so I view upside cautiously. The downside reference is 1.3267, about 25 pips below the price. A break there opens the way to 1.3233 and 1.3209. I consider the downward direction primary because pressure on the pair persists after yesterday's U.S. data. But on budget day swings can be sharp, and beginners should remember a first touch is not a confirmed breakout — wait to see how price behaves after the touch.

Mean Reversion

Upside reversion level: 1.3310, which sits 11 pips above the breakout point 1.3299 — i.e., between that level and the first upside target. Exercise caution here. If the pair clears 1.3299, reaches 1.3310, and decisively holds above, that is a confirmed breakout and selling is off the table. If it merely rises to 1.3310, fails and quickly falls back below 1.3299, the reversion plays, and I would consider selling with a stop above the high of the failed attempt.

Downside reversion level: 1.3283, 16 pips below the current price and the same distance above the breakout at 1.3267, so there is no confusion with the breakout. Here, I look for long positions if price briefly dips below 1.3283, finds no follow-through, and returns above; place the stop under the low of the failed attempt. But if price reaches 1.3267 and holds below, the reversion fails, and the sell scenario begins. The pound's backdrop is weak, so I expect modest bounces. The exception would be a strong market reaction to the budget, which could produce a larger-than-usual rebound.
