State-owned enterprises in the Shanghai Free Trade Zone (FTZ) have purchased a batch of Tesla Model Y electric vehicles for official use. This is the first time in China that Tesla electric vehicles have been included in the list of government purchases. Tesla has become the only foreign automaker whose cars meet the automotive data security criteria set by the Chinese authorities. The Chinese Government supports the participation of foreign enterprises in public procurement on an equal basis. It seeks to expand institutional openness and ensure fair competition. A Tesla factory for the production of Megapack batteries is being built in Shanghai. This will be Tesla's first such plant outside the United States and the company's second plant in Shanghai after the Gigafactory electric vehicle manufacturing plant opened in 2019.
